Payment Standards

The payment standard is the most misread number in the whole program. It is not what your property will rent for, and it is not a rent the authority has agreed to pay.

What the payment standard actually is

A payment standard is the figure a housing authority uses to calculate subsidy for a given bedroom count in a given area. It is derived from HUD fair market rent data and set locally by each authority, and it is revised periodically.

It is not a price list. It does not mean the authority will pay that amount for your property.

The two ceilings owners confuse

MechanismWhat it controls
Payment standardThe maximum figure used in the subsidy calculation for that bedroom size and area.
Rent reasonablenessWhether the rent you are asking is in line with comparable unassisted units nearby. This is checked separately.

Both apply. A rent below the payment standard can still be rejected as unreasonable, and a property in a strong submarket can be worth more than the payment standard, in which case the arithmetic simply may not favor a voucher tenancy at all.

The practical consequence

This is why the honest answer to “what will Section 8 pay for my house” is always: it depends on the bedroom count, the area, and the comparables. Anyone who quotes you a figure off the top of their head is quoting the payment standard and ignoring rent reasonableness.

Why we do not publish a payment standard table here. These figures change, they differ by authority, and a stale number on a website is worse than no number — an owner plans around it and is then disappointed. We work from the current published figure for the correct authority at the time of the tenancy, and we will pull it for your specific property and bedroom count on request.

Where the tenant portion fits

The tenant contributes a calculated share based on their income; the authority pays the rest up to the applicable limit. From an owner's point of view the relevant facts are that the larger share arrives directly and predictably, and that the tenant portion is the part subject to normal collection.

Common questions

Is the payment standard the rent I will get?

No. It caps the subsidy calculation. What you can actually charge is separately constrained by rent reasonableness against comparable unassisted units.

Do payment standards change?

Yes, periodically, and they vary by authority and by area. Always work from the current figure for the correct authority.

Can I raise the rent later?

Rent increases on an assisted tenancy go through the authority and are subject to the same reasonableness test. They are not automatic and they are not immediate.
